Abstract Article 4 shall be amended to add the following wording: “State authorities of Turkmenistan, bodies exercising state supervision and control, authorized state bodies in the field of potable water and potable water supply and local self-government bodies shall be considered subjects of legal relations in the field of potable water supply.” Article 5 re-defines the competence of various public authorities in the field of potable water supply. Article 7 (1) defines production responsibilities of potable water supply organizations, including stable potable water supply to the consumers, treatment of effluent waste water, ensuring potable water quality and compliance thereof with standards and sanitary and hygienic requirements and prevention of losses of potable water.
