This Law enters into force on the day after its publication in the Official Gazette of the Principality of Andorra.
Abstract

This Law, consisting of 67 articles divided into six Chapters, aims to promote energy transition and energy efficiency in order to combat climate change and promote the adaptation of society to its effects, reducing energy dependence and strengthening the competitiveness of the economy. This Law also promotes research and innovation, and fosters education and sensitization of society in the above mentioned areas. The purpose of the energy policy and the fighting against climate change are: Preserve human health, the environment and socio-economic activities, reducing the effects of climate change on citizens and exposure to air pollution; Diversify sources of energy supply, reduce fossil fuels and increase renewable energy sources; Boosting energy efficiency; Guarantee the security of the energy supply; Reduce dependence on energy imports; Maintain a competitive energy price; Train the group of actors to the new context derived from the energy transition; Reduce greenhouse gas emissions in order to move towards a carbon neutral society; Move towards a society that is better adapted to climate change focusing on information, awareness, education, training, participation and cooperation among citizens; Promote the development and dissemination of innovation, new technologies and the accelerating behaviours of the energy transition of fighting and adaptation to climate change.
