Abstract The Law establishes the obligation of implementing the Waste Reduction Programme. It confers to the State Commission of Environmental Control (CECA) and to the Environment Special Projects Secretary of State (SENAMPE) the power to determine the activities and waste treatment facilities as well as the implementation steps of the Reduction Programme. It stipulates that the Environment Engineer State Foundation (FEEMA) will elaborate the Action Plans to be approved by CECA, defining objectives and deadlines. The Law provides the general framework for the definition of Action Plans and the individuation of industrial typologies to be included by the FEEMA. Any waste generating activity must deliver a preliminary report to FEEMA illustrating the efforts undertaken towards waste reduction.
