Abstract This Law regulates relations originating in the process of processing, cleaning, storage and trade of grains, grain quality control and procurement of food grain, fodder grain and seed grain. The Act consists of 6 Sections divided into 19 articles: (1) general provisions; (2) state management and regulation of grain market; (3) state support of grain production and trade; (4) grain processing and storage enterprises; (5) quality of grains; and (6) conclusive provisions. The scope of the legislation on grain shall be to set general rules for grain processing, regulation of grain market and ensuring grain quality. The purpose of state regulation shall be: (a) to ensure food security; (b) to ensure grain quality; (c) to ensure phytosanitary quality; and (d) to eliminate deficiency of animal feedstuffs within the available amount of grain stored in state grain reserves.
