This Law enters into force on the day of its publication.
Abstract

This Law, consisting of 63 articles divided into eight Chapters, creates the Partnership Programme of Paraná (PAR), aimed at implementing privatization measures and partnerships with the private sector, with a view to rationalizing public assets, increasing efficiency and improving the quality of public enterprises, the state services and the attraction of investments for the development of the State of Paraná. The PAR will be integrated by a portfolio of privatization projects and partnerships contracts, implemented and developed through a management service and a deliberative body called the Partnership Programme Council of Paraná (CPAR). The objectives of PAR are: ensure the efficient development and privatization projects and partnerships in the State of Paraná; ensure transparent, efficient and accountable governance for privatization and partnership projects; provide a favourable institutional environment for attracting investments and concluding partnership contracts, guided by legal and regulatory stability and security and by minimal state intervention in public-private affairs; foster dialogue and public-private relations, with a view to expanding business opportunities and investments for the Public Administration and its entities, in order to improve state services and enable the development of relevant public enterprises; advise the State Government and sectoral regulatory agencies on the construction of long-term regulatory policies for the implementation and development of partnerships in regulated sectors.
