Abstract

The present Law establishes legal and organizational basis for ensuring quality and safety of milk and dairy produce for life of the population and public health in the process of their production, transportation, processing, storage and vending, as well as import and export on the customs territory of the Ukraine. The document consists of 23 Articles Art. 1 introduces the main concepts. Article 2 regards the sphere of application of the present Law. Article 3 establishes the main provisions of state policy in the field of ensuring quality and safety of milk and dairy produce. Article 4 establishes requirements for quality indices of milk, dairy raw materials and dairy produce. Article 5 establishes requirements for packaging and labelling of dairy raw materials and dairy produce. Article 6 regards compliance with quality requirements of milk, dairy raw materials and dairy produce. Article 7 regards removal from circulation, recycling, utilization, annihilation or further use of milk, dairy raw materials and dairy produce not complying with the requirements establishes by the Ukrainian legislation. Article 8 establishes requirements for technological equipment and accompanying materials. Article 9 establishes veterinary and sanitary requirements for the production of milk, dairy raw materials and dairy produce. Article 10 regards organization of control by producers over quality of milk, dairy raw materials, dairy produce and dairy by-products. Article 11 regards certification of milk, dairy raw materials and dairy produce. Article 12 regards registration of the certified produce. Article 13 establishes the rights and the duties of the producers of milk, dairy raw materials and dairy produce. Article 14 regards state control and survey over production, processing, vending, import and export of milk, dairy raw materials and dairy produce. Article 15 determines the plenary powers of the officials engaged in control and survey. Article 16 regards state support of the producers of milk, dairy raw materials and dairy produce. Article 17 regards formation of prices in the sphere of production of milk, dairy raw materials and dairy produce. Article 18 regards quota setting for dairy produce. Article 19 regards special fund for the promotion of the market of milk and dairy produce. Article 20 regards conciliatory commission. Article 21 establishes liability for the infringement of the present Law. Article 22 regards international cooperation in the sphere of ensuring the appropriate quality and safety of milk, dairy raw materials and dairy produce. Article 23 lays down final provisions.
