Abstract This Law regulates relations in the field of protection of the national intangible cultural heritage of the Turkmen people and is aimed at realizing the right of citizens of Turkmenistan to access to objects of the national intangible cultural heritage and the responsibilities of each person to take care of the preservation of the national intangible cultural heritage. Individuals, with the unique ability to create, store and transfer objects to other generations national intangible cultural heritage in unchanged traditional forms and unchanging traditional means can act as carriers of the national intangible cultural heritage. The carriers of the national intangible cultural heritage can unite both in groups and in communities consisting of groups and (or) individual carriers, according to interests (areas of manifestation of the national intangible cultural heritage). Intangible cultural heritage on the territory of Turkmenistan can manifest in the following fields: (a) oral traditions and forms of expression, including language as a carrier of the national intangible cultural heritage; (b) knowledge and skills related to traditional skills; and (c) knowledge and traditions related to nature and universe. Traditional knowledge and skills related to nature and universe shall include then following national intangible cultural heritage: (a) national hunting and fishing; (b) agricultural experience, including cultivation of local plant species; (c) stockbreeding, including experience in breeding of horses, sheep, cattle, camels, dogs and other animal species; (d) methods of obtaining dye from local plant species; (e) methods of use of medicinal plants; and (f) water collection and conservation methods. The goals of this Law shall be as follows: (a) protection of the national intangible cultural heritage as part of national cultural heritage; (b) conservation and revival of the objects of the national intangible cultural heritage which determine uniqueness of Turkmen people; and (c) ensuring equal access of all categories of the population to the national intangible cultural heritage. Objects of the national intangible cultural heritage shall be inserted in the National register of national intangible cultural heritage of Turkmenistan. Full text Russian Website minjust.gov.tm
