This Law enters into force on the day of its publication.
Abstract

This Law provides for the Organization of the State Consumer Protection System, and creates the State Consumer Protection Superintendence (PROCON) Ceará, linked to the administrative structure of the Secretariat of Social Protection (SPS), aiming to guarantee consumer protection in community claims, as well as intermediating and monitoring consumer service. The bodies of Procon Ceará are: State Consumer Protection Council (CEDC); Permanent Standardization Committee. The responsibilities of Procon Ceará are: plan, coordinate, execute and evaluate the state consumer protection policy; monitor and apply the administrative sanctions provided for in the Consumer Protection Code (art. 56 of Federal Law No. 8.078 of 11 September 1990) and Federal Decree No. 2.181 of 20 March 1997; evaluate complaints or suggestions presented by individuals, representative or legal entities; provide consumers with permanent guidance on their rights and guarantees; inform, raise awareness and motivate consumers through the media; carry out lectures, campaigns, fairs, debates and other related activities; work with the formal municipal education system, aiming to include the theme “Education for consumption” in existing subjects, enabling the formation of a new mentality in consumer relations; encourage the creation of consumer protection entities by the population; assist in monitoring prices, supply, quality, quantity and safety of goods and services, etc.
