Abstract

This Law establishes the Programme for the Sustainable and Inclusive Development of Crafts in the State of Ceará, including the certification of handcrafts and recognition of popular works of State art (CEART Seal). This Law recognizes craft activity as a driver of socio-economic development in Ceará and listing objectives, axes and actions to improve craft production and quality of life of State artists. The Programme will be managed by the Secretariat for Social Protection, Justice, Citizenship, Women and Human Rights (SPS). The general objective of the State Programme is to promote the integrated development of the craft sector and to value artisans, raising their cultural, professional, social and economic level. The Program specifically seeks to: recognize and strengthen the artisan profession; provide strategic and permanent support to artisans, especially through the promotion of professional qualification; promote and strengthen the handicraft activity and production chain, developing instruments and tools to improve the handicraft sector; implement sales channels for artisanal products, bringing artisans closer to the consumer market; promote handicrafts as an expression of Ceará's cultural diversity. The Programme is structured according to the following axes: strengthening State artisans and handicrafts; market access; craftsman qualification and training; strengthening of artisan women, through specific incentives, etc.
