This Law enters into force six months after the date of its official publication.
Abstract

This Law regulates public relations concerning controlled biological agents and toxins in order to strengthen the system of biological security and biological protection. Biological security shall be intended security measures combined with biosecurity procedures to reduce the risk of loss, theft or use of controlled biological agents and toxins as biological weapons, sabotage, bioterrorism or technology and practices to prevent their proliferation and inadvertent release. Biological security and biological protection are provided in accordance with the following principles: (a) legality; (b) rationing; (c) optimization; and (d) prevention. Ensuring biological security and biological protection include a set of measures and means (organizational, legal, technical, technological and therapeutic) aimed at protecting of public health during production, transportation, operation, storage, sale, consumption, disposal of products, performance of work and provision of services. Biosecurity includes security, control, and accountability measures applied to prevent the loss, theft, misuse, leakage, or deliberate release of controlled biological agents and toxins and their associated resources, and the unauthorized access, storage, or transfer of such material. This Law contains V Chapters divided into 22 Articles. Chapter I lays down the general provisions. Chapter II imposes prohibition measures in the field of biological security and biological protection. Chapter III regards state administration in the field of biological security and biological protection. Chapter IV establishes requirements in the field of biological security and biological protection. Chapter V lays down final protection.
