The manufacturing, importation, use or sale of these prohibited items may be allowed subject to prior written application for authorization. The law further mandates that manufacturers, wholesalers or retailers of these prohibited items must put in place mechanisms to collect and sort them so that they can be sent to recycling plants, and that recycling must be done in a way that protects the environment. The law charges the following institutions for the inspection of manufacturing, importation and exportation, use or sale of plastic carry bags or single-use plastic items, including; the Rwanda National Police, institution in charge of Customs, the Rwanda Investigation Bureau, the Rwanda Environment Management Authority, Rwanda Standards Board, the Rwanda Inspectorate, Competition and Consumer Protection Authority and administrative decentralized entities.
