Abstract This Law, consisting of 7 articles, establishes principles and criteria for territorial sub-division. It aims at establishing these criteria in order to create, classify and transfer territorial unit areas. It specifies the requirements for territorial units, according to their territorial size, capacity, needs, inhabitants and potentiality as: province, district, administrative land, location or urbanization. The territorial potentiality is regulated by the principles of capacity, needs and potentiality of social, economic and cultural development of local communities.
