Abstract

This Decree creates and establishes guidelines for the Municipal Policy aimed at the Eradication of Hunger and Promotion of the Social Function of Food (PMEFSA), based on a friendly, fair and solidary society, with the fulfillment of the social function of food. This Law does not apply to products whose primary purpose is not for human consumption. The social function of food is fulfilled when the processes of production, processing, transport, distribution, storage, commercialization, export, import or industrial transformation result in human consumption in a fair and solidary manner. The food considered by this legislation to be fit for human consumption and does not have such a destination but could have had it if it were subjected to adequate processing do not fulfill their social function.
