Abstract The scope of pedigree stockbreeding shall be creation, conservation, reproduction and rational management of pedigree resources for the purpose of improvement of pedigree and reproductive qualities of animals, ensuring reliable registration of the origin, productivity, breed assessment, breed testing, efficient use of genetic resources and conservation of local and endangered national breeds. The Law establishes the competence of the State Pedigree Inspection and other authorized state institutions in the sphere of pedigree stockbreeding. Subjects of pedigree stockbreeding shall have the following rights: (a) to form associations; (b) to use selection achievements; and (c) to trade pedigree production (materials). Subjects of pedigree stockbreeding shall have the following duties: (a) to register pedigree animals; (b) to ensure improvement, conservation and rational management of pedigree resources; (c) to meet requirements of classification by breed and genetic expertise; (d) to submit documentation to the state pedigree inspection; (e) to obtain, identify and store sperm and embryos in accordance with sanitary and veterinary requirements; and (f) guarantee quality of pedigree production (materials). Pedigree production (materials) can be owned by the state, legal and natural persons carrying out pedigree stockbreeding. Selective achievements in the sphere of pedigree stockbreeding shall be covered by the legislation on intellectual property. The state registration of pedigree animals, pedigree farms and pedigree herd shall be carried out by recording in herd book and the state pedigree register. Pedigree production (material) shall be subject to compulsory certification. Pedigree animal can be used for reproduction if it has been marked, registered and certified.
