Abstract This Law sets forth legal, economic and social grounds for ensuring safe operation of hazardous industrial sites, prevention of technological disasters and accidents, and alertness of operating organizations for mitigation of the consequences thereof. The scope shall be to ensure safety of technological processes at hazardous industrial sites, i.e. those processing hazardous substances, including inflammable substances, fuels and toxic substances. Safety of hazardous industrial production sites shall be based upon regular inspections, expertise and environmental audit. Each case of industrial accident shall be subject to technical investigation. State supervision over compliance of operators with the provisions of this Law shall be performed by the competent public authority.
