Abstract

This Law, consisting of seven Chapters divided into 44 articles, establishes the legal framework for disaster management, including the prevention and mitigation of the destructive effects of disasters, the development of assistance and rescue operations, as well as the reconstruction and recovery of the affected areas. The operations of disaster management should be carried out in a decentralized manner, under the powers of the public administration organs of the concerned territories. The disaster management is developed across the country and can be developed outside the national territory under international commitments and cooperation with other countries or international organizations. The Law is divided in the following Chapters: General provisions (I); Preventing and mitigating measures (II); Alerting System (III); Disaster Management System (IV); Requisition and procurement of goods and services (V); Special Protection of Areas and People (VI); Final provisions (VII).
