This Law enters into force on the day of its publication.
Abstract

This Law, consisting of 44 articles divided into three Chapters, regulates the Local Government and establishes the bases of the organization system, functioning and implementation of local authorities, institutions of traditional power and other specific modalities of participation, according to art. 164 of the Constitution of the Republic of Angola. It establishes autonomous organs of the Local Government, representation of the State and specifies the gradual and transitory principles between the Local State Administration and the Local Authorities. The powers of the local authorities, of traditional rights and the other specific modalities of participation of the citizens established by law, uphold the following principles: a) Unitary State; b) Local Autonomy; c) Political-Administrative Decentralization; d) Administrative Delegation; e) Constitutionality and Legality; f) Recognition of Habits; g) Subsidiarity; h) Complementarity; i) Pursuit of Public Interest and Protection of the Rights and Interests of Individuals; j) Solidarity and Cooperation; k) Intangibility of Tasks of General Interest; l) Equality; m) Proportionality; n) Previous Hearing; o) Citizen participation; p) Specialty; q) Financial and Patrimonial Autonomy; r) Administrative Care. Chapter II specifies Organizational Forms and Nature of Local Government.
