Abstract This Law, consisting of 67 articles divided into 13 Chapters, establishes the State Water Resources Policy and creating the Integrated System for Water Resources Management (SIGERH). The objectives of the State Policy of Water Resources are: reconcile human action with the dynamics of the hydrological cycle, in order to ensure the conditions for social and economic development, with the improved quality of life and in balance with the environment; ensure that water, as a natural resource essential to life and sustainable development, can be offered, controlled and used, in satisfactory quality and quantity standards, by its current users and future generations, throughout the territory of the State of Ceará; plan and manage water supply, multiple uses, control, conservation, protection and preservation of water resources in an integrated, decentralized and participatory manner.
