Abstract This Law creates the National Payment Policy for Environmental Services. This Law defines concepts, objectives, guidelines, actions and criteria for the implementation of the National Policy on Payment for Environmental Services (PNPSA), crates the National Register of Payment for Environmental Services (CNPSA) and the Federal Payment Programme for Environmental Services (PFPSA) and provides for contract fees for environmental services. The National Policy on Payment for Environmental Services (PNPSA) has the following objectives: guide the actions of public authorities, civil society organizations and private agents in relation to payment for environmental services; encourage the conservation of ecosystems, water resources, soil, biodiversity, genetic heritage and traditional knowledge; economic, social and cultural value of ecosystem services; avoid the loss of native vegetation, habitat fragmentation, desertification and other processes of degradation of native ecosystems, promoting systemic conservation of the landscape; encourage measures to ensure water security for human consumption and desertification processes; contribute to climate regulation and the reduction of emissions from deforestation and forest degradation; favor the maintenance, recovery or improvement of ecosystem services; to stimulate the elaboration and execution of voluntary private projects of provision and payment for environmental services; stimulate scientific research related to the valuation of ecosystem services; ensure the transparency of information relating to the provision of environmental services; establish data and information management mechanisms for the full execution of environmental services; encourage the private sector; encourage the creation of a market for environmental services; foster sustainable development.
