Matters covered by this Law include: rights and obligations of applicants and public information users, and rights and obligations of public agency; announcement and publication of information; public information provided by State owned enterprises and by non-governmental organisations; information excluded from publication, including initial plan of sale or purchase of land or property and information which may interfere with intellectual property right protection interests; mechanism of obtaining information; roles and responsibilities of the information commission; procedure for disputes settlement; claims filed through state administrative court; offences and penalties.
