Abstract

This Law, consisting of 64 articles, concerns the right to obtain information, the management of public information and the respect of its transparency and provides for encouragement of public policy making process; ensuring the citizens’ right to obtain information; increasing the active role of the community in good management of public bodies; realising good state administration. Matters covered by this Law include: rights and obligations of applicants and public information users, and rights and obligations of public agency; announcement and publication of information; public information provided by State owned enterprises and by non-governmental organisations; information excluded from publication, including initial plan of sale or purchase of land or property and information which may interfere with intellectual property right protection interests; mechanism of obtaining information; roles and responsibilities of the information commission; procedure for disputes settlement; claims filed through state administrative court; offences and penalties.
