Abstract The present Law establishes the principles of legal regulation of social relations originating from the process of carrying out land reclamation, use of meliorated land and land reclamation systems, establishes plenary powers of state executive bodies and local self-government in the sphere of land reclamation and is aimed at ensuring ecological safety of land reclamation systems and protection of public interests. Ownership of the engineering infrastructure of land reclamation systems and its separate objects (reclamation network with hydraulic structures and pumping stations, protective dams, observation network, roads and structures on them) may belong to the state, territorial communities of villages, settlements and cities, legal entities and citizens subject to the restrictions provided by the laws of Ukraine. Ownership of the engineering infrastructure of national land reclamation systems and its separate facilities belongs exclusively to the state. The organizational and legal basis for land reclamation is scientifically substantiated state target, interstate and local (national, regional, district, rural, township, city) land reclamation programs, as well as development of programs of individual economic entities and economic agreements concluded in accordance with the law. Owners, users, including tenants of reclaimed lands are obliged to provide: (a) obtaining high yields of agricultural crops through the use of scientifically substantiated technologies for growing high-yielding, resistant to diseases and pests, adapted to soil and climatic conditions of varieties and hybrids of agricultural crops; (b) preservation and reproduction of soil fertility, biological diversity and ecological balance in the natural environment, rational use and protection of lands and water resources; (c) the integrity of the use of agricultural land; and (d) proper operation of relevant reclamation systems and engineering infrastructure facilities of such systems, separately located hydraulic structures, as well as taking measures to prevent their damage; observance of technological integrity of functioning of reclamation systems. The document consists of XI Secs. that contain 33 Arts. Section I (arts. 1-2) lays down general provisions. Section II (Arts. 3-8) specifies the types of land reclamation and land reclamation arrangements. Section III (Arts. 9-12) determines the right of ownership to engineering infrastructure of land reclamation systems and their single objects. Section IV (Arts. 13-16) establishes plenary powers of state executive bodies as regards regulation in the sphere of land reclamation. Section V (Arts. 17-18) establishes plenary powers of local self-government and its executive bodies in the sphere of land reclamation. Section VI (Arts. 19-23) establishes the modalities of carrying out land reclamation. Section VII (Arts. 24-27) regards running land reclamation systems and use of meliorated land. Section VIII (Arts.28-29) regards financing of land reclamation activity. Section IX (Arts. 30-31) regards ensuring ecological safety in the process of construction (running) land reclamation systems. Section X (Arts. 32-33) regards dispute settlement and establishes liability for the infringement of the legislation on land reclamation. Section XI lays down final provisions.
