This Law enters into force on the day of its publication.
Abstract

This Law, consisting of 8 articles divided into eight Chapters, establishes the State Policy and the State Plan for Coastal Zone Management. The Policy, covering a set of definitions, principles, objectives, guidelines, instruments and activities, aims at conditioning governmental action and society on the sustainable use of the environmental resources of the coastal zone of the State of Ceará. The Plan constitutes an integral part of the State Policy. The objectives of the State Policy for Coastal Zone Management aim to: establish environmental protection measures and standards aimed at ensuring the environmental quality of water and soil resources and the conservation of biodiversity, ensuring sustainable development and improving the living conditions of the population and associated ecosystems; define priorities for the implementation of plans and programmes and governmental actions, according to the guidelines and objectives of the State Policy for Coastal Zone Management; implement the Urban and Ecological-Economic Coastal Zoning; ensure the preservation of protected areas as well as the recovery of degraded or polluted areas or in the process of degradation; define standards and measures of land use and occupation of the coastal zone in order to avoid degradation and pollution of coastal ecosystems; and promote the integrated, shared and participatory management of the coastal zones. The purpose of the State Plan for Coastal Zone Management is to organize, in a binding manner, the decisions of public and private agents regarding plans, programmes, projects and activities that directly or indirectly use natural resources, ensuring the conservation of coastal ecosystems.
