Abstract This Law shall ensure state guarantees for the provision of the population with potable water, shall establish potable water quality control and protection of the sources of potable water against pollution, clogging and exhaustion. Basic principles of state policy in the sphere of potable water supply shall be: (a) ensuring priority potable water supply to the population; (b) state regulation of potable water supply; (c) safety and reliability of potable water supply; (d) priority use of groundwater sources for potable water supply; (e) protection of potable water sources; and (f) registration of potable water supply and consumption (Art. 3). The Act consists of 7 Sections divided into 31 articles: (1) general provisions; (2) state regulation in the sphere of potable water supply; (3) potable water supply system; (4) guarantees for potable water supply; (5) potable water supply economy; (6) dispute settlement and liability; and (7) conclusive provisions. Centralized potable water supply system shall be the main potable water supply systems and shall be classified as the most important strategic infrastructure (Art. 9). The relations between consumers and centralized potable water supply system shall be regulated by contracts (Art. 13). Each person on the territory of Turkmenistan shall be guaranteed provision with potable water complying with the established potable water quality standards in quantities complying with the established potable water consumption rates (Art. 14).
