Abstract This Law, consisting of 14 Chapters and 3 Annexes, defines mangroves protected and rehabilitation areas within the Hydrographical Basin Billings - APRM-B, located within the Water Resources Management Unit of Alto Tietê. It establishes protecting measures in order to preserve this important Regional mangroves ecosystem for the supply of local populations, according to Law No. 9.866 on mangrove protection. This Law aims at: implementing the participatory management of APRM-B; guaranteeing and improving the Hydrographical Basin Reservoir Billings in quality and quantity as producer of water for the Urban Region of São Paulo; keeping the balance of local ecosystem through the environmental management; supplying potable water; implementing sanitation measures; collecting and processing water discharges; promoting the environmental sustainability; establishing the conditions and the basic instruments for guaranteeing the water production for supply the population with the objectives of promoting the preservation, rehabilitation and conservation of mangroves of the above mentioned Basin. Annexes show the geographical limits of the protected areas.
