Abstract

This Law creates and regulates the State Incentive Programme for Organic Agriculture and Livestock (PIAO) with the aim of promoting the production of organic products without the use of pesticides and genetically modified or transgenic organisms, according to the norms of the Ministry of Agriculture, Livestock and Supply (MAPA), contributing to the preservation of the environment and encouraging the growth of the organic production chain. The Organic Agriculture and Livestock Incentive Programme, shared by the Secretariat of Agriculture and Livestock (SEAGRI), and the Secretariat of the General Ombudsman and Environment (SOMA) have the following purposes, among others compatible with its objectives: dissemination of the organic agriculture culture, demonstrating the benefits of its implementation, both for the environment and for the producers and consumers of healthy and ecologically correct foods; to increase technological development and research activities in the areas of agriculture and livestock, aimed at encouraging organic farming; disseminate technical information related to organic agriculture; support the training, training and ongoing development of groups of organic farmers and ranchers, aiming at improving the quality of life and increasing family income through the practice of an ecologically sustainable agriculture; supporting participatory research, valuing local experiences, knowledge of farmers and ranchers and their class entities; encourage the growth of the market for organic products, by simplifying the production marketing process; seek from the official financial institutions the creation and development of specific lines of credit for the organic producer, with subsidized interest rates, grace periods and adequate payment terms; creation of a bank of organic seeds, with regional distribution, able to meet the demands of the producers; to guarantee, with the other partners, technical assistance to the producer groups included in the organic agriculture program.
