Abstract This Law, consisting of 12 Chapters, creates the State Policy on Fisheries and Aquaculture Development and the State System for Fisheries and Aquaculture (SEPAQ) within the State of Ceará. This Law establishes necessary mechanisms to apply the above mentioned Policy which principles are: preservation and conservation of biodiversity; fulfilment of social and economic functions for fisheries and aquaculture activity; rational exploitation of fisheries resources; precaution attitude aiming to biosecurity, as an assumption for proceeding for the introduction of genetically modified organisms or exotic species; sustainable development, characterized by ecological prudence, social equity and economic efficiency; prevention on genetic material traffic; integrated action for the development of this sector.
