Abstract This Law is aimed at realizing the rights of citizens to a favorable life and healthy ecological environment, preservation of a unique ecological system, biosphere territory "Issyk-Kol" ("Issyk-Kul"), taking into account the inclusion of the biosphere reserve "Issyk-Kol" ("Issyk-Kul") into the Planetary Network of Biosphere Reserves of UN Educational Scientific and Cultural Organization (UNESCO), created as a territory for the preservation of objects of the world historical and cultural heritage and unique ecosystems, with the consideration of the status of a protected natural area of national significance, the importance of protecting and preserving flora and fauna, with a view of reducing adverse effects of wastewater on the environment, preventing pollution of the ecosystem of Issyk-Kul lake as a result of the implementation of economic, commercial, recreational and other activities related to the direct discharge of household and other wastewater into Issyk-Kul lake. Inhabited areas, recreation facilities, industrial facilities, public catering facilities within the zone of the biosphere territory "Ysyk-Kol" ("Issyk-Kul") must be provided with water disposal (sewerage) and (or) wastewater treatment facilities.
