This Law enters into force on the day of its publication.
Abstract

This Law, consisting of 4 Titles, divided into 71 articles, creates the State Policy on Water Resources and the Water Management System. This Policy aims at the following principles: all have the right to access to water, to social promotion and to development; in scarcity the priority use of water resources is for human consumption and secondly for animals; water resources management must be decentralized, with the participation of local communities; hydrographical basin is the territorial unit defined for water resources planning and management, etc.
