Abstract This Law establishes the principles and standards that define the general bases for the creation, organization and functioning of local authorities. Local authorities are public legal entities with their own representative bodies that aim to pursue the interests of their respective populations, without prejudice to national interests and State participation. The creation of local authorities is carried out depending on the level of economic development of the respective territorial district and is preceded by consultation with the provincial decentralized governance bodies and State representation in the province and civil society.
