Abstract This Law establishes the basic principles of regulation in the sphere of energy saving with a view of more efficient use of energy resources in the process of extraction, production, processing, storage, transportation and supply to the consumers. The Act consists of six Sections divided into 16 articles: (1) general provisions; (2) state management of energy saving; (3) financing and economic mechanism of energy saving; (4) international cooperation; (5) control, supervision and liability; and (6) conclusive and temporary provisions. This Law regulates: (a) monitoring and stimulation of efficient use of energy resources; (b) elaboration and application of efficient technologies; (c) correlation of energy saving and environmental protection; (d) certification of energy saving equipment; and (e) international cooperation in the sphere of energy saving.
