Abstract

This Law, consisting of 30 articles, provides for animal and plant health protection within the State of Tocantins. Animal and plant health protection should be carried out by the State Agricultural and Livestock Protection Agency (ADAPEC/TOCANTINS) and other organs and administrative units of the State Executive Branch. In order to protect animal and plant health, the State Executive Branch must plan, coordinate, execute, evaluate, and supervise the necessary actions, as well as articulate them with the society, according to regional peculiarities. To achieve the proposed objectives, the State Executive Branch should promote: a) a indicator system to protect animal and plant health; b) specific actions for monitoring and eradication of diseases and pests, including animal sacrifice; c) control and inspection measures for agricultural and livestock products; d) permanent epidemiological surveillance measures for the early diagnosis of diseases and pests; e) general, special and specific measures to promote and protect animal and plant health. Establish: a) at the state level, or by inter-municipal regions, norms for the control and/or eradication of diseases and pests; b) list of diseases and pests having a mandatory notification; c) penalties provided for in this Law, plus those contained in the regulations, administrative and procedural fines; d) requirements for the relevant zoo-phytosanitary documentation for the transit of animals, products and by-products of animal and plant origin, part of plants, products and by-products of plant origin, biological material and agricultural pesticides in the State of Tocantins.
