Abstract This Law establishes the State Programme on More Production and Supply. The programme is linked to the actions of the State System of Production and Supply (SEPAB), and has as its main objective the increase and optimization of agricultural production in the State, adding value to local products and generating wealth, employment and income. The activities developed in the Programme are coordinated by the State Secretariat for Agriculture, Livestock and Fisheries (SAGRIMA), which will accompany the implementation of the set of integrated actions in agriculture, livestock, fisheries, aquaculture and supply throughout the country. The Programme prioritizes the following objectives: promote agricultural activities, agricultural production, fishing, aquaculture and beekeeping, through the organization of production centers in local communities; generate work and income; develop techniques of agroecological or organic agriculture, as well as provide technical advice necessary for the organization, production and marketing of food to its beneficiaries; support cooperatives and partnerships; and improve the quality of life of the rural population. These objectives will be reached through the following actions: agricultural planning; agricultural and technological research; technical assistance, rural extension and managerial training; protection of the environment, conservation and recovery of natural resources; defense of agriculture; production, marketing, supply and storage; cooperatives and partnerships; vocational training and rural education; public and private investments; rural credit and tax incentives; irrigation and drainage; rural electrification; and agricultural mechanization.
