Abstract This Law establishes legal grounds for processing, procurement, treatment, storage, trade, transport and use of plant seeds, organization and functioning of seed growing, and also for state supervision in the sphere of seed growing. The Act consists of 10 Sections divided into 29 articles: (1) general provisions; (2) state regulation in the sphere of seed growing; (3) classification of seeds; (4) seed production; (5) procurement, processing, storage and use of seeds; (6) circulation of lots of seeds; (7) state control in the sphere of seed growing; (8) financing of the activity of the authorized state institution in the sphere of seed growing; (9) international cooperation; and (10) conclusive provisions. Seeds destined for trade shall be subject to compulsory certification. Production, procurement, use and trade of seeds shall be subject to licensing. Seeds shall be classified as follows: (a) original; (b) super elite; (c) elite; and (d) reproductive.
