Abstract This Law, consisting of 5 articles, creates the State Development Programme for Municipalities Exploiting Oil and Gas (PRODEMP). It establishes that the State Executive bodies shall, within their respective areas of operation, design and develop supporting policies, partnership and technical guidance to municipalities capixabas producers of oil and gas, in particular to promote: the exchange of legal and tax information considering the expansion of tax collection of the State and the Municipalities; the realization, together with the municipalities of capacity building programmes enabling state and municipal employees to monitoring the companies operating in the oil and gas sectors and to properly enforce public revenues arising from them; designing a state policy for attracting private investments, focusing on complementary activities of the oil industry, based on the identification of the economic potential of each of the oil producing municipalities, as well as the municipalities located in the surrounding area; carrying out technical studies, involving legal and economic elements, which also will be based on identifying the economic potential of oil producing municipalities, in order to define the taxation resulting from oil and gas exploitation.
