Abstract This Law, consisting of 45 articles divided into seven Chapters, creates the Municipal Policy for the Mitigation of the Effects of Climate Change to be carried out in the Municipality of Belo Horizonte. This Municipal Policy has the following principles: prevention, guiding public policies; do not postpone measures to combat the worsening of the greenhouse effect; accountability of the polluter, according to which the polluter must bear the burden of environmental damage resulting from pollution, avoiding the transfer of this cost to society; user responsibility who must bear the costs of natural resources use; resources are transferred or benefit people, groups or communities, whose action helps in the conservation of the environment; common but differentiated responsibility; holistic approach; internalization in the context of enterprises, their social and environmental activities; right of access to information, participation of society in the decision-making process and access to justice in matters related to climate change.
