The Law enters into force from the date of its official publication.
Abstract

The present Law is composed of 15 Sections dealing with: (a) general provisions (Sect. 1); (b) the right of citizens to favourable environment (Sect. 2); (c) the state guidance in the sphere of environmental protection and nature management (Sect. 3); (d) economic arrangements for ensuring environmental protection and regulating nature management (Sect. 4); (e) nature management rights (Sect. 5); (f) the state supervision over the state of environment and nature management (Sect. 6); (g) environmental audit (Sect. 7); (h) environmental impact assessment (EIA) of the projected economic activity (Sect. 8); (i) environmental impact assessment (EIA) of the functioning enterprises, constructions and works (Sect. 9); (j) public participation in the environmental protection (Sect. 10); (k) ecological education and research (Sect. 11); (l) environmental disasters (Sect. 12); (m) protected areas (Sect. 13); (n) dispute settlement and liability (Sect. 14); (o) international cooperation (Sect. 15). All the natural resources, including those of the EEZ in the Caspian Sea shall be exclusive property of Azerbaijan (art. 2). The scope of the present Law shall be conservation of environment, biological diversity and its natural habitats (art. 3). The present Law shall have as its purpose: (a) sustainable management of natural resources; (b) environmental protection against physical, chemical, biological, radioactive, electro-magnetic, noise and other pollution; (c) ecosystem preservation (art. 4).
