Abstract This Law on climate change has the following purpose: a) to contribute to the reduction of greenhouse gas emissions; b) accelerate adaptation to climate change, with a view to mitigating the harmful effects of climate change; c) contribute to global climate change efforts by complementing obligations of the Republic of Albania to the Convention; ç) to create a comprehensive legal and inter-institutional framework for the undertaking of climate action at national level in line with related EU legislation; d) to join the states recognizing the climate emergency, according to the decision of the European Parliament of 28 November 2019. This Law stipulates: a) the general framework of national policy for action on climate change; b) conditions of greenhouse gas emissions from stationary and mobile sources, deriving from products and substances; c) conditions for capture and geological deposition of carbon dioxide; d) framework of measures for monitoring, reporting and verification of gas emissions with greenhouse effect at the sector/resource level and at the national level in line with commitments of national, domestic and international funding; e) framework for participation in international climate action; f) establishment of an institutional system for taking action against climate change. Aiming to reduce the harmful effects of climate change and for contribution to the global response to the same, national climate change targets in the Republic of Albania are: a) reduction of anthropogenic greenhouse gas emissions at national level, in compliance with international commitments; b) increase the ability to adapt to the harmful effects of climate change, on national, central and local level; c) maintenance and enhancement of greenhouse gas absorbers and reservoirs; d) promoting economic development through job creation and competition, by including economic diversification and sustainable management of natural resources; e) gradual participation in the implementation of the European Union's climate change policy.
