Abstract

This Law shall ensure the precise and smooth implementation of the Cartagena Protocol on Bio-safety to the Convention on Biological Diversity by devising measures to regulate the use of living modified organisms for the conservation and the sustainable use of biological diversity through international cooperation. Chapter II deals with matters related to measures to prevent adverse effects on biological diversity caused by the use of living modified organisms in Japan. Provisions for Type 1 and Type 2 use of living modified organisms are described in sections 1 and 2. “Type 1 Use” shall mean use not subject to measures provided for the “Type 2 Use”, which means the use undertaken with the intention of preventing the dispersal of living modified organisms into the air, water or soil outside facilities, equipment or other structures. Section 3 deals with the import of living modified organisms and the order for testing them. Provisions for undertaking testing of organisms are specified in article 18. The remaining part of the Law contains penal provisions and provisions of miscellaneous nature.
