Abstract

This Law consisting of 18 articles aims at establishing the Public Authority for Fisheries in Syrian Arab Republic with the task of developing and protecting fish resources, and managing the activities related to the fisheries sector. For this purpose, the Authority shall (i) develop plans and programs for the conservation and development of the aquatic wealth; (ii) prepare draft laws and regulations for the protection of aquatic organisms, in particular the organization of fishing seasons and follow up their implementation; (iii) supervise fishing activity and the safety of its means and registration of fishermen on the coast and inland water, encouraging the introduction of modern techniques; (iv) lease fishing rights in inland waters not allocated for drinking purposes or being underutilized , in accordance with the technical and environmental safety of water installations and irrigation projects; (v) grant licenses to establish fish farms and develop plans and programs for the development of freshwater and marine aquaculture; (vi) develop specialized fish feed industry for the production of feed mixes that contribute to securing the requirements for expansion of fish farms; (vii) conduct research and studies necessary for the development of aquaculture; (viii) establish natural reserves for aquatic ecosystems and lay the foundations for their management in order to preserve biodiversity in freshwater and marine water; (ix) grant technical approval to import and export fish and other aquatic organisms and their products; and (x) coordinate with the concerned authorities to monitor the fish markets, and control fishing methods of fishing and their conformity with the regulatory specifications and quality standards. Responsible for the affairs of the Authority is the Board of Directors, which includes the membership of a representative of the General Union of Farmers, and the General Director.
