In particular, it repeals section 3; as well as section 5 which shall read as follows: “Deputy Registrar. The Deputy Registrar may do and perform all the duties required by this Act to be done or performed by the Registrar.” Furthermore, it adds a chapter after section 43 dealing with proof of identity; and one after section 50 concerning refusal to register.
