Section 3 defines the compulsory content of a reclamation agreement, whereas section 4 specifies what reclamation agreement may contain. The agreement must be approved by the Governor. An agreement shall operate as a licence to confer on the person undertaking the reclamation scheme all rights therein described subject to such conditions and limitations as may be specified therein.
