For the purposes of this Act, land improvement means the drainage or irrigation of land and the two-way regulation of the water regime of soils, as well as soil improvement, agricultural engineering and other work to manage land improvement systems that is done to increase the cultivation value of land zoned for agricultural or forestry use, or to protect the environment.
