In this Act, “land development” shall mean the sale of land which has been divided into ten or more sub-parcels, regardless of whether such division is made on a single or more plots of land with connecting areas, and for which property or benefit as consideration is derived, and it shall include the arrangement by dividing the land into less than ten subparcels and then further division is made within three years thereafter and as the consequence thereof the sum of the sub-parcels becomes ten or more.
