The aim of the Regulations is to provide for the disposal of land to persons including indigenous individuals, individuals who are citizens of a country with which Zimbabwe has signed a Bilateral Investment Treaty, partnerships and private companies and who are entitled to compensation for acquisition of previously compulsorily acquired agricultural land. The Regulations provide the procedure for persons who wish to obtain title to a piece of acquired agricultural land that formerly belonged to them. It provides for the constitution of a committee to address such applications and the considerations the committee shall make in granting or rejecting such applications. The Regulations also provide that the alienation of acquired agricultural land to a qualifying applicant shall be the final settlement of claims that the applicant may have from the State in respect of compensation.
