The Board shall consist of one Chairman and not more than two other members. The Chairman and the other members of the Board shall be appointed by the Government. The Board shall exercise the powers and perform the functions entrusted to it by the Government or by or under any law. Appeals against the resolutions of the Board may be submitted to the Government in such a way as may be specified by rule, and the decision taken on such appeal shall be final.
