The purpose of the Agreement is to provide for the development, adoption and implementation of policies and strategies concerning water and related resources in the area covered by the Agreement to avoid or eliminate adverse cross-borders impacts (sect. 2.1). The Agreement defines the roles, interests and responsibilities of all parties and provides for the constitution of a Ministerial Forum, which is responsible for the implementation of the Agreement, thus of the elaboration and implementation of policies and strategies.
