It establishes the Technical Minerals Harvesting Committee. It shall advise the County Executive Committee on operations of harvesting of common minerals and ensure the (environmentally) sustainable development of common mineral resource exploitation and observance of national norms and standards regarding such activity. Common mineral harvesting from any riverbed shall be undertaken in a way that ensures water retention. The Chief officer in charge of environment shall be responsible for the issuing of licenses under this Act.
