It establishes a legislative framework to give effect to selected provisions of the Constitution and of the County Governments Act, 2012. The Act establishes the Public Participation Office, which shall, among other things, advice the county executive committee on matters of policy relating to public participation of the population, including gender and marginalized groups an communities and set and enforce standards regarding public participation. The Office shall have five members nominated by special interest groups (including women and youth) who shall be appointed by the Governor with approval of the County Assembly.
