Abstract This Act amends Section 3.A of KSPL No. K7-161-05 allow the Governor to promulgate comprehensive regulations regarding following matters and subjects: (I) any matter that is the subject of existing Koror State law pertaining directly or indirectly to the environment; (II) any matter relating to the exploration and exploitation of all living and non-living resources of the State, including the regulation of research and studies conducted for commercial, educational, scientific, or other purposes; (III) regulating any conduct or activity, including regulating use of designated areas and charging or amending fees for rock island uses and activities; and (IV) regulating the conservation and management of flora, fauna, rock islands, reefs, beaches, marine and land resources, marine and terrestrial materials, and all living and non-living resources owned by the State of Koror.
