It is a sectoral plan that aims to outline the organisation’s direction and priorities, and guides the management to make decisions regarding the allocation of resources .The process of preparing this strategic plan was consultative. Stakeholders were facilitated to identify challenges inhibiting full realisation of benefits from forest resources, suggest initiatives to overcome the challenges and provide indicative development investments.
